CHINESE DEFENCES.
FRESH FORTIFICATIONS,
Received December 8, 10.50 a.m. SHANGHAI, Dec. 7. The Japanese Consul-General (Mr Okamoto) has apologised to the chairman of the Municipal Council of the International Settlement for tho incident at the Great Eastern Hotel, when four Chinese were seized. He promised there would be no recurrence. In Western China .the Chinese are constructing a fresh lino of fortifications on the right hank of the Yellow River, from the Tungkuan-Shansi border to a point sixty miles within the Shantung border. The total distance of 250 miles is manned by 22 divisions.
The Chinese have re-occupied Pingyao, 55 miles' south-south-west of Taiyuanfu.
