INCIDENT CONSIDERED. Received August 28, 9.50 a.m. TOKIO, Aug. 27.. The Vice-Minister for Foreign Affairs to-day called at the British Embassy and expressed his most sincere sympathy concerning the attack on the British Ambassador. Cabinet has considered the incident and lias delayed its decision on the measures it will take pending the results of an investigation by the authorities on the spot.
