NON-INTERVENTION
SOME PROGRESS MADE. OBSERVERS IN PORTS. HITCH OVER PROCEDURE. (United Press Association—By Electric Telegraph.—Copyright.) (British Official Wireless.) Received July 21, 11.55 a.m. RUGBY, July 20. The non-intervention sub-committee is understood to have reached an agreement in principle on that item in the British proposals for placing observation officers in Spanish ports and to have referred certain technical aspects of the problem to the technical subcommittee. The committee, it is understood, then reached an impasse on questions of procedure and it was found necessary to suspend further consideration of the British proposals pending the consultation of representatives with their Governments. An official statement was unavailable late this evening.
