SUPREME COURT PLAN.
NEW PROPOSALS MADE. WASHINGTON, July 20.. In an effort to avert a party split a group of Democrats has proposed to President Roosevelt a substitute plan for the Supreme Court reorganisation whereby the retirement of Justices owing to age and also an increase in the Court membership would be eliminated. The proposals provide for legislation requiring a two-thirds majority of the Court in order to declare an Act of Congress unconstitutional. The sponsors believe a majority of the Democrats wilL support the substitute plan.
