OFFER BY NICARAGUA.
RIGHT TO BUILD CANAL. Received July 19, 1.50 p.m. NEW YORK, July 18. The New York Times correspondent at Managua, Nicaragua, reports that the President, Senor Somoza, announced to-day that Nicaragua was willing to sign a treaty permitting the United States to ship troops and materials by the new railway from Lake Nicaragua to the Pacific in the event, of an emergency if the United States would provide' 3.000 000 dollars (or making a canal of the San Juan River from Lake Nicaragua to the Atlantic to accommodate big ships. “It would mean fair play toward Nicaragua with regard to the present 99-year option to construct the Nicaraguan canal,” he said. He revealed that his brother-in-law, Senor Debayle, had gone to 'Washington to negotiate with President Roosevelt.
