The advent of the Government formed by Prince Fumimaro Konoye, j’resident of the House of Peers, is hailed with relief throughout the nation as promising the general stabilisation of national affairs, and especially as enabling a truce to be declared between the army and political parties. Prince” Konoye’s Ministry includes:— MINISTER OF FOREIGN AFFAIRS.—Mr K. Hirota. MINISTER OF HOME AFFAIRS— Dr Eiichi Baba. MINISTER OF FINANCE—Mr 0. Kaya. , • '. MINISTER OF COMMERCE—Mr S. Yoshino. MINISTER OF OVERSEAS AFFAIRS.—Mr K. Otani. " MINISTER OF WAR—General Sugiyama. MINISTER OF THE NAVY—Admiral Mitsumasa Yonai. The re-entry of Mr Hirota is one of Cabinet’s strongest' pillars. The omy factor - of doubt is tne advent of Mr Jlaoa, whose lorceful advocacy of a lorm of controlled economy is .akin to State Socialism. Mr Kaya is regarded as an able and independent Munster of Finance, who will work in co-operation with Mr Yoshino, an experienced, Minister of Commerce, and industry. The appointment of Mr. Otani as Minister of Overseas Adairs is likely to redouble the vigour of the policy of southward expansion. Mr Otani years ago was a pioneer proponent of southward expansion, particularly as a solution of population problems. 'The new Minister ot Foreign Affairs (Mr Hirota;, it is reported, believes uiat the danger of war between Russia and Japan has been halved. An early settlement is possible. Japan, he believes, also will seek a settlement with China, but will resist outside interference..
