In the House of Commons, Sir Samuel Hoare, in his first speech as Home Secretary, in a debate on prisons said that the experiment of appealing to a prisoner’s better instincts wns succeeding and it was being extended to the convict prisons at Chelmsford, Parkhurst, and Dartmoor, where the men were being given an opportunity of earning wages to buy cigarettes and to spend on other relaxations. Mr G. Muff (Labour) emphasising the need for charitableness, said; “We are sinners all. On Coronation Day 62 spoons were pinched from the Houso of Commons by members, intimate friends or relatives.”
