TO POPE'S ENCYCLICAL. BERLIN, March 24. The Pope’s Encyclical, read throughout Germany on Sunday and alleging German breaches ol the Concordat with the Holy See. drew a reply from the chief organ of the National Socialist Party, the Volkischer Beobachter. ’ 1 “Even agreements with the Holy bee have no sacrosanct, inviolable, or eternal values,” says the paper. “They mav be adapted to developments, and under changed conditions former assent may justly become dissent.” The paper explains that the State was tumble to foresee how certain articles of the Concordat were to be exploited or interpreted by the Roman Catholic clergy, and suggests that the Concordat may have to he changed ill accordance with the changed conditions, otherwise it might become an unbearable agreement. GERMAN GESTURE. VATICAN CITY. March 25. German diplomats at the Vatican did not attend the Maundy Thursday Mass, at which the other Ambassadors were present. It. is believed their altsence was due to Berlin’s resentment of the Pope’s encyclical.
