A BIG SCALE PLAN. PROBLEMS FOR CONFERENCE. The British Empire is to be welded more firmly together by a great new scheme of emigration. Hundreds ol thousands of Englishmen and women are to he settled in the Dominions. The plans for this scheme are now being drawn up for discussion at the Imperial Conference, which is to be held _ in London during the Coronation week, says a London correspondent. Thousands of men for whom jobs cannot be iouiul in Britain will he transported to the Dominions, llicy wili cement the solidarity ol the whole Empire under the Imperial Crown, both in the interests of delence and of the whole future existence of the Empire. There is a growing, belief among many influential people ill London that, during recent years—since the system of emigration from Britain was slowed down—a disquieting change has been taking place in some of the Dominions. Foreign influences have been permeating the structure of some, it is declared, and it is felt that tne essentially British nature of the Dominions may be undermined. In Canada the French colonists in Quebec are already demanding Home Rule. In Smith Ain(W, German and Dutch colonists have been gaining ground, and tlie British influence has been declining, in us thilia, it is firmly believed, the Japanese may become a real menace. At the Imperial Conference, therefore, proposals will, be discussed lor pumping more British capital and more British families into these Dominions. This will mean establishing new industries in the Empire, but as far as possible they will not compete with industries in Britain. It is recognised here, however, that the Dominions do not. want the rejects ■ ol England’s own industries, they nil demand skilled, healthy men and spec,.U arrangements are being made ioi those who wish to take their families with them. ______
