LOAN INTEREST.
I»'ALL IN AMERICA. WASHINGTON. Dec. 1. A new low point was reached in the interest rate lor Government borrowing when interest on the 1,500,000,000 dollar loan was recorded at 1J to 2} per cent. A Washington cable dated November 30 stated that the Treasury had announced a refinancing operation of 1,500.000,000 dollars on December 15. This is for refunding 1 158,000,000 dollars of existing obligations and for providing 300,000,000 dollars of so-called new money.
