ATTITUDE OF CANADA. Received November 26, 1.25 p.m. TORONTO, Nov. 25. Mr Norman Mackenzie, Professor of International Law at the University of Toronto, forecasting a substantial increase in defence expenditure, declared that secession from the Empire’ was Canada’s only course to remain neutral in the event of, a European war.
