MANAWATU COUNTY

MEETING OF COUNCIL. REPORT OF HIGHWAYS. The monthly meeting of the Manama tu County Council was held at Sanson yesterday. Those present we.e Crs. AV. E. Barber (chairman), JJW. Reid, A. N. Morcom, J. Boyce, K. Wilson, W. E. Pearce and J. *l. Perrett. CORRESPONDENCE. The Minister of Internal Affairs (Hon. W. E. Parry) invited the council to co-operate in a fitting observance of Arbor Day on August o. planting be carried out, the engineer being empowered to procure the trees. The Mayor of Wellington .(Mr TC. A. Hislop) invited the appointment of a delegate to a to select provincial delegates to the New Zealand ' Centennial Committee. —Received.

The Petone Borough Council invited the council to support a resolution urging that the Municipal As- 1 sociation make representations to the j Government with the object of secur- j ing relief for ratepayers from high i hospital rates. —Cr. Perrett said the Counties’ Association had already brought the matter up. On the chairman’s motion, it was decided to write to the Petone Council pointing out that the County Council had already strongly supported such proposals. The Feilding Borough Council advised that a grant of £lO had been made toward the cost of erecting a stop-bank on the Oroua River above the Awahuri Road. —The chairman said the Public Works Department’s district engineer (Mr R. H. PRonayne) had suggested that the matter be placed on this year’s estimates. The engineer (Mr H. V. Bond) said the plans and specifications were all in order to call tenders for the work as soon as permission was received from the Public Works Department. The chairman remarked that all applications made at the No. 9 High" ways District Council meeting had been granted. The trustees of the estate of the late Mr. D. Fraser sought permission to plant a row of macrocarpa trees along Taylor’s Line and Frecklington’s Line, Ohakea. —Cr. Wilson said that in one length there would not be sufficient area for the roots to spread before they reached a drain. The decision of the council was not to object to the planting of the trees provided they do not interfere with the drain and provided they are kept at a reasonable height. Mrs E. Simpson, Lee’s Line, drew attention to the unsatisfactory condition of a culvert on that road.—lhe engineer reported that the matter was now receiving attention. Mr J. Young (Mount Stewart) advised that a fence on his property had become covered by filling, done by the council, so far as to ipake it useless, and he asked for the fence to be reinstated. —-Cr. Reid said that Mr Young was willing to assist to a certain extent. The matter should be attended to. It was decided to have the fence replaced, Cr. Reid and the engineer to have the work done. Mr R. Cochran (Bulls) asked for permission to cut flax on the county roads on a royalty basis of 3s 3d a ton. —Permission was granted. Mrs E. M. Mcßrearty (Awahuri) advised that permission given by the council for the fencing off of Drummond Street had stopped her from having access to property which . she had recently acquired.—lt was decided to declare the road open again and to call on Mrs Mcßrearty and other settlers interested to clear the road of goree.

Motor drivers now mistook the width of the route and its direction on occasions, running off it onto a metal dump.— The work is to be carried out as suggested. Messrs Dalrymple and "Wilson (Bulls) advised that a floodgate cj.i a property’ they had leased to another person on the Beach Road, Foxton, had been scoured out and the land and the road had become: flooded.—The chairman said that the matter was one for the owners of the land. The council decided that the engineer draw up an estimate of the cost of the work, and the subject was left in the hands of the chairman and the engineer for attention.

Mr Hamish "Wilson (Bulls) asked if the council had reached a decision as to the grading of Weightman’s Road.— It was decided that the road be graded with the new grader. As the tenders received for the construction of a concrete bridge on Taylor’s Line were considered to be too high, none was accepted. The engineer was instructed to proceed with the work. His estimate was £SOO. GENERAL. The engineer was instructed to go into the question of trees obstructing the view of users of the road at dangerous bends or intersections, and he was given power to serve notice for their removal where necessary. TRAMWAY REPORT. The tramway manager (Mr A. K. Drew) submitted the following report for the month of June:—“The items of traffic for the month were as follow: Metal, 210 c.yds; merchandise, 6 tons; minerals, 50 tons; posts and wood, 4 trucks; manure, 92 tons ; timber, 832 S feet; iron and steel, 2 tons. The accounts show a debit balance of £ll6 16s 4d.” —Received. LAND TRANSFERS. Tho following alterations were made to the valuation rolls:—E. (». and E. C. Colton to Alelvin G. Drew) stated that the county fund j account was in,debit to tho sum of | £2912 18s. The imprest account held ' a credit of £75. The loan account had I a credit of £2272 15s lOd. The receipts since the last meeting had been:— Rates, £43 18s 3d; licenses. £175 17s 1 3d; miscellaneous. £2105 16s lid; total. ] £2325 12s od.—Received.

ENGINEER’S REPORT. The engineer (Mr H. V. Bond) reP °Mahi highways.-—Flood waters hare again inundated the A\hirokino highway and traffic has been deviated pabt Shannon. Repair work to the f coded portion of the road will be undertaken as soon as the water recedes. ' During the flood in the Manawatu River a large amount of debris piled up against the Whirokino bridge. This has now been shifted. A small amount of flood damage took place on the r ox- ; ton-Shannon highway. o i). e P a 'f ß have been carried out and 2/o cub. ydp. of surface metal have been spread lon this road. One old wooden culvert has been taken out at Marotiri I and replaced with 24-inch concrete j pipes. Maintenance metal is now being carted from the Oroua River at Kopane to the northern end of the | Rongotea-Rangiotu highway, and from l Rongotea township to Kopane on the j Rongotea-Longburn Road. Traffic lines have been repainted and side I drains cleaned on the Sanson-Bulls : highway, and similar work is being | carried out on the Sanson-Awahtiri I highway. All other main highways have 'been surfaced, graded and patched. . County roads and bridges.—Maintenance metal has been spread on Poplar and Bowes Roads. Similar work is now being carried out on Nos. 1,2 and the metal portion of No. 6 lines. The replacement of the floodgate on Bowes Road is now in hand. The road track has been formed on the northern end of Bainesse Road. Maintenance metal has been spread on Milner’s and Kellow’s Lines. Maintenance metal from Kopane is being spread on Kaimatarau. Banks-Waitohi, Kopane and Lean’s Roads. Similar work has been undertaken on TaipoAwahuri Road and Penny’s Line. Extensive repairs have been undertaken to the abutments of Nairn’s bridge on Rakehou Road. Surface metal has been 6pread on Lee’s Line and Rakehou Road. A commencement of similar work has been made on the Mt. Bigg-Mt. Stewart Road. Owing to erosion, reinforced concrete wing walls have been added to a large concrete culvert bn the Kakariki Road. Maintenance metal has been spread on Wilson’s and Ngaio Roads, and Taylor’s Line has been patched. Tenders have been called for the construction of a reinforced concrete bridge for Taylor’s Line. The township roads at Tangimoana are now being cut out and reshaped with the power grader. Whale Line is being similarly treated, and surface metal has been spread on Koputara, Rosina, and Soldiers’ Roads. General.—The Rangitikei River crushing plant has delivered 286 cubic yards of metal. Five building permits have been issued to the value of £1907. Plant: The Diesel driven auto patrol grader was delivered to the council on July 7 and it has since been put into work.
