SOVIET REGIME.
REVISED CONSTITUTION. Received May 18, 9.50 a.m. MOSCOW, May 17. A commission under the chairmanship of M. Stalin has completed the draft of the new Constitution. It is certain of adoption by the Central Executive Committee. It provides for a secret ballot, with equal franchise for industrial workers and peasants, with direct voting so that the elector will know the individual for whom he is voting.
