UPPER HOUSE DEBATE. Per Press Association. WELLINGTON, April 7. The Legislative Council met at 10.30 a.m. The Alsatian Dog Act, 1936, was introduced by Hon. C. J. Carrington. The Address-in-lleply debate was resumed by Hon. M. Connelly, who criticised the expenditure on preparations for war while people were unemployed. , x , Hon. W. H. Mclntyre deplored party politics in the Council, maintaining that members should be inde--I>CHon! V. Ward urged the necessity for Imperial defence and suggested that New Zealand .should strengthen it l viv Force and coastal defences. Hon L. M. Tsitt stressed the dangers of an elective Council which would bring party politics on to the floor of the Chamber. Hon. W. Perry stressed the potential danger of the international situation n.nd urged preparedness to meet a Possible crisis by the co-operation of the New Zealand and the British Governments in the policy of Empire defence.
