MESSAGE TO THE LEAGUE
(United Press Association.—By Electric Telegraph.—Copyright.) Received September 30, 8.30 a.m. ADDIS ABABA, Sept. 29. The Emperor Haile Selassie has telegraphed a warning to the League Council that he cannot much longer delay mobilisation in face of the rapid and continuous reinforcements from Italy, and urging the Council to speedily take precautions against aggression. The time has come when he would he failing in his duty if he longer delayed the call to the army, he says. . . Geneva advices state that M. Litvinoff lias circulated the Emperor’s telegram to members of the Council,, which will probably consider it to-morrow. The opinion is expressed that the appeal is intended to emphasise the Emperor’s earlier request to despatch League observers to Abyssinia,
