JAPAN WILLING TO CONFER.
Received September 14, 1.20 p.iu. TOKTO, Sept. 13. Approving of Sir Samuel Moure's references to territories and raw materials. the Foreign Office spokesman said Japan was willing to confer concerning the matter, emphasising the growing tendency to restrict Japanese goods in colonial markets.
