PRESIDENT ARRESTED. GUAYAQUIL (Ecuador), Aug. 20. The military commanders of Guayaquil and Quito, the capital, have announced that President Velasco Ibarra was arrested after an attempt to proclaim a dictatorship. Congressional dignitaries, who were imprisoned, have been liberated. THE NEW PRESIDENT. Received August 22, 9.10 a.m. QUITO (Ecuador), Aug. 21. Senor .-vntonio Pons, a former Premier, has been sworn in as President, succeeding Senor Ibarra, who was arrested.
