The conciliation arrangement regarding Italy and Abyssinia was reached after many anxious hours of negotiation. Article five' of the 1928 Italian-Abyssinian Treaty, which has been reaffirmed, provides that in cases of dispute which cannot bo settled by ordinary diplomatic methods both the Italian and Abyssini,an Governments agree to submit to procedure of arbitration and conciliation without having recourso to force of arms. The main arbitration proceeding between the two representatives of each of tlio disputants will cover the Ualual affair and all subsequent incidents, and the question of delimitation of the frontier between Italian Somaliland and Ethiopia will be dealt with separately. Mr R. A. Eden, in accepting the resolution on behalf of the British Government, paid a tribute to the spirit of conciliation which had made tne result possible. He expressed satisfaction that the two parties had agreed to- proceed to the demarcation ot the frontier as soon as the present difficulties had been liquidated, and noted with satisfaction that under the terms of the resolution the League Council would remain in close contact with the situation and meet again if necessary.
