THE FUTURE POLICY. TOKIO, Eeb. 15. The foreign spokesman states that Jnpan will in due course abolish ex-tra-territoriality in Mancluikuo if the new inter-Ministry Commission finds such a course opportune and Mancliukuo’s judicial svstem satisfactory. He added that the commission will also study whether Japan should surrender the railway zone to Mancliukuo. There was no connection with China. Other countries would not be consulted.
