REGIME IN ESTONIA.
GOVERNMENTAL TENDENCIES.
For some months past Estonia has been living under a semi-dictatoria.l regime. Tlie now Minister of the Interior (M. Einbund), however, was anxious to point out that the country does not intend to abandon the ground of democracy and of parliamentarism. In the new organisation of the State which is being prepared the legislative power will remain an important part of the State, blit only a part, whereas formerly it was the whole State. It will be necessary, however, to maintain for some time longer the present exceptional regime.
