TO AID OF PIRATES.
DIPLOMATIC EXCHANGES. Sentence on five German and Russian pirates, after prolonged detention and trial, at Dairen, lias been suspended pending diplomatic negotiations initiated by the German Consul. It is not disputed that they captured the steamer Shengan, murdering many Chinese with excessive brutality, but the Consul holds that Dairen has no jurisdiction regarding crime on the high seas. Much comment lias been aroused by the alleged dreadful deterioration of the men’s physical condition while in a Japanese prison.
