JAPANESE MINISTER RESIGNS. Received December 2, 10.30 a.m. TOKIO, Dec. 1. It is reliably stated that the Minister of Finance, Mr Takahaslii, lias resigned as he is unable to meet the insistent Budget demands of the army and navy.
