STERILISATION LAW.
GERMAN ENFORCEMENT. Received October 30, 11.30 a.m. LONDON, Oct. 29. The "Weekly Dispatch says that the German sterilisation decree affects two millions, who will be operated on at the rate of 80,000 a year. The victims will be asked to submit voluntarily, but if they refuse force will be used.
