MONSOONAL FLOODS.
MISERY IN INDIA. Received September 21, 10.5 a.m. CALCUTTA, Sept. 20. The plains of India are virtually under water, tlie revival of the monsoon with phenomenal rain and floods causing intense misery. Vast stretches of railway are inundated and telegraphs are down. Communication is impossible with thousands of villages.
