IN NATIONAL RECOVERY. IMPORTANCE TO THE WORLD. Per Press Association. WELLINGTON, Sept. 19. “Plans for the recovery of trade and employment were only in the initiation stages when we arrived in New York,” stated the Premier, Rt. Hon. G. W. Forbes, in the course of an address at a civic reception to-night. “It was evident that great hopes were being raised in anticipation of the beneficial effects on business and employment that the operation of the National Recovery Act would bring about. The opinion generally expressed was that the President has the belief that his plan will be a way out of our troubles. He has appealed to us to back the scheme and we will respond to his appeal,” added Mr Forbes. “There were very few who spoke confidently of the success of the scheme. The people of the United States during the past two years have had a very bad time, and a spirit of hopelessness was growing among them. It -would be idle, after a few days spent through the country, for one to pass judgment on a national policy depending on nation-wide support for its successful working. I can say this, however, that its success or failure matters ’a great deal to the world and all our prayers should be for its success. One might be critical of some details of the programme but the spectacle of a great nation trying to fight its way up from the depths of depression arouses one’s sympathy and fervent hope that they may be successful.”
