Japanese friendship was stronger than ever, although tho alliance had been abrogated aud trade disputes existed, declared Viscount Ishii when interviewed regarding the nation’s expansion policy. Ho characterised as “simply incomprehensible” th© fears of Japanese expansion in the direction of the Pacific islands. Janan had no territorial ambitions and' merely wanted peaceful business with foreign countries.
