HUGE COTTON PURCHASE.

A FRENCH PROPOSAL

Received September 18, 11.15 a.m. WASHINGTON. Sept. 17. Administration agricultural circles have been considerably surprised by reports here from New York that the French agency of Neidecker et Cie will endeavour to purchase 3,000,000 hales of American cotton for “French interests.” There is no indication of what is the price, or on what terms the agency expects to make the transaction.

It is pointed out here that such a quantity represents approximately a quarter of the current production and would have an incalculable effect on the domestic surplus price levels.
