JAPANESE FINANCIAL POLICY. TOKIO, Sept. 12. The Japanese Minister of Finance, Mr ICorekiyo Takahashi, in a statement to the IVess, said the requirements of national defence must have priority in the forthcoming Budget, thereby postponing the plans for financial readjustment. This is clearly the result of the interview of the Minister of War, General Eados Ariki, with Mr Takahashi. - Extraordinary expenditure on the army and navy is estimated at £BOO,000,000, and an enormous Budget deficit is inevitable. It was reported yesterday that a lengthy interview between Lieut.-General . Sadao Araki, Minister of War, and Mr ICorekiyo Takahashi, Minister of Finance, was evoking the greatest interest among the vernacular Press. Beyond the obvious purpose of the interview —to secure • the inclusion in the Budget of enormous sums for military requirements —plans were attributed to include the abolition of political party government and uniting the country under the slogan of national defence and increasing the dominating influence of the army.
