JAPANESE FINANCIAL POLICY. TOKIO, Sept. 12. The Japanese Minister of Finance, Mr ICorekiyo Takahashi, in a statement to the IVess, said the requirements of national defence must have priority in the forthcoming Budget, thereby postponing the plans for financial readjustment.
