DISCUSSION ON NEGOTIATIONS. Received January 28, 2.30 p.m. WASHINGTON, Jan. 27. At the request of the British Government, the Ambassador, Sir Ronald Lindsay, will return to London shortly,'sailing about January 31 to discuss the coming negotiations with the Roosevelt Administration on debt revision.
