CONTRACT WITH JAPAN. LONDON, Sept. 27. Following the completion of a petroleum contract between Japan and the Soviet as recently announced, a Ivovno message states that the Soviet has decided to renew the proposal for a pact of non-aggression toward Japan. It is also stated that the Soviet is willing to make a similar pact with Manchukuo after the solution of questions affecting Russian interests. The oil contract lias been described as relieving the Far Eastern tension.

A message sent from Borlin on September 19 stated that Japan would mako the Japaneso Navy independent of United States supplies of oil by means of a big petroleum contract with the Soviet Naptha Syndicate. The growing tension as a result of developments in Shanghai and Manchuria increased Japan’s desire to substitute Soviet oif for American. Russia was highly suspicious of Japan’s intentions in Manchuria, but a recent big purchase of Russian oil supplies eased the Russo-Japaneso situation. A deputation of Japanese business men visited Moscow to complete the contract.
