PEACE IN THE EAST.
LEAGUE COMMISSION’S WORK. Lord Lytton states that the League of Nations Commission on Manchuria, of which he is the chairman, will aim, in its report, at a practical solution of the Sino-Japanese controversy, avoiding legal abstractions. “We will revisit Tokio,” he said, for the purposo of discussing with the Japanese Government, what are the possibilities of a settlement with China. “All wo can do is to suggest to the League a basis for further discussions. Tho League probably then will say to the parties, ‘Are you prepared to enter into negotiations on the basis of this report?’” _ _ . ... The commission will begin writing its final report in Tokio, and will complete tho work in Pekin.
