ADDITIONAL TARIFFS. LONDON, April 21. Details of the additional tariffs will be issued to-night for publication on Friday. They will operate immediate^-. The Times says that a scheme for the collection of employees’ income-tax by deductions from wages and salaries by weekly or monthly instalments has been embodied in a memorandum by the Board of Inland Revenue ; and is being sent to all local authorities and big employers. The scheme is voluntary, and is designed to ease the burden on employees who experience difficulty in making the necessary provision on their own responsibility. The Manchester Guardian, in an editorial referring to the Chancellor of the Exchequer’s decision to continue the subsidy to the British beet sugar industry, describes it as the “most scandalous of all white elephants, and a denial of all principles of economy. Having bolstered up an English industry, Mr Chamberlain could hardly do less than respond to the appeals of the sugar-growing colonies. Though he has given them only a limited benefit, the principle of differential treatment will not soon be forgotten by other distressed sections of the Empire.” The Morning Post, commenting on the sugar relief, presumes' “that the partiality, whereby Queensland and Natal will be a disadvantage compared with the West Indies and Mauritius, is only temporary pending a grand inquest at r Ottawa. If so, it is regrettable that Mr Chamberlain did not say so and thus avoid the impression that the new and invidious departure from policy is intended to make the position of Queensland and Natal hardly less serious than Mauritius or West Indies.” TEA PREFERENCE. CALCUTTA PLEASED. Received April 22, 11 a.m. CALCUTTA, April 21. Calcutta is very pleased regarding the tea preference and more optimistic regarding the immediate future of the industry. It is also hoped that the preference will prevent a number of concerns producing medium and common teas going into liquidation.
