GOVERNMENT AGAIN DEFEATED. PREVIOUS THREATS REPEATED. NEW APPOINTMENTS PROBABLE. (United Press Association—By Electric Telegraph.—Copyright.) Received December 3, 9.45 a.m. SYDNEY, Dec. 3. The Government was again twice defeated in the Upper House. Mr Concannon, the Leader of the Government forces, repeated his previous threats, that the Government would find means to puts its measures into effect, despite the opposition. The Telegraph interprets this as meaning that new Council appointments will bo sought.
