CABINET RESIGNS. Received August 20, 10.30 a.m. BUDAPEST, Aug. 19. The Hungarian Government has resigned owing to the financial crisis. REPORT OF UNITED STATES LOAN. LONDON, Aug. 19. Inquiries at Downing Street and at the Treasury show that nothing is known of a suggestion from Chicago that England is seeking a long-term loan in the United States.
