In spite of the bad times, the rallies were attended by huge and enthusiastic crowds, such as one seldom sees in Britain on such occasions.” The Chief Scout mentions especially the crowd of 45,000 at the Sydney rally, and adds; “With possibly a few further steps in organisation, the movement showed itself in a position to expand with full confidence and yet greater service to the nation.”
