“But one reason I am anxious for a change is the Imperial situation,” stated Mr Baldwin. “We lost our chance at the Imperial Conference, and now Australia and Canada are making an agreement. Questioned as to which of the Dominions adopted the Statute of Westminster, agreed upon at last year’s Imperial Conference as a means of regularising constitutional relations, the Secretary for the Dominions said that, though formal communications had not yet been received in all cases, the position was that resolutions, in the sense of the recommendations of the Imperial Conference regarding tne proposed Statute of Westminster, had been passed by all the Dominion Parliaments.
