ST. PHILBERT TRAGEDY

PARIS, July 4
The Minister of Marchant Marino announced in the Chamber of Deputies to-day that legal proceedings were being instituted in connection with the St. Philbert disaster last month. The Minister declared the owners guilty of the gravest negligence in sending such a vessel to sea in bad weather under-manned and with the captain and crew unqualified for their positions.
