WAR DEBTS PLAN.
FRANCE AND UNITED STATES. Received Julv 4, 4 p.m. WASHINGTON, July 3. The acting Secretary of State, Mr Castle, said to-day that he did not consider that accord had been reached in Paris. Full acceptance in principle of President Hoover’s moratorium proposal was interpreted as indicating that some points of difference had been eliminated.
