(British Official Wireless.)' Received September 20, 12 noon. RUGBY, Sept. 19. Dr. Drummond Shiels, Parliamentary. Under-Secretary for the Colonies, sailed to-day on a visit to Cyprus and Palestine. Dr. Shiels is not engaged on any specific mission, but his journey is in pursuance of the policy adopted in recent years whereby members of the Colonial Office on occasions visit countries overseas to acquaint themselves at first-hand with local conditions.
