EMPIRE CONFERENCE BUSINESS. (British Official Wireless.) ' RUGBY, Sept. 19. Cabinet sat for /three hours to-day. The Daily Herald says that most of file time was devoted to business connected with the Imperial Conference. The paper adds that thq Government is confronted with some awkward constitutional questions affecting the equality of status between the Pominions and Britain. Judicial as well as constitutional difficulties have to be faced. ~ •
