M. BRIAND’S SCHEME. Received May 19, 1.50 p.m. PARIS, May 18. M. Briand’s scheme for a United States of Europe,' published in the form of a memorandum, has been addressed to the twenty-six European Governments who are members of the League of Nations. M. Briand submits a number cf points and suggestions and asks for replies before July 15. M. Briand expresses the opinion that the scheme would strengthen the League. There is no intention of creating economic opposition to the United States of America or any nation outside the League.
