Also present were Crs. Fair, Collins, McCorkindale, Pryde, Corpe, Guy, Stewart, and Hill. Tho formal resolution confirming the striking of the rates was carried on the motion of the Mayor and Cr. Fair. Tho resolution for tho renaming of Ranfurly Road to Ranfurly Avenue was moved by Cr. Stewart and carried. The Mayor introduced the subject of the addition of tho 10 per cent penalty on rates unpaid and Cr. Fair moved that the council have tho following printed on the rate notices: —“That the council is empowered to charge 10 per cent penalty on nil rates unpaid after December 16.” Cr. Pryde seconded the motion. Cr. Collins spoke in support of the penalty being left off till after Christmas to suit tho convenience of ratepayers, but the Mayor pointed out that the council was really fixing no actual date but really empowering itself to do this. Cr Collins objected to the date being stated at all, and on the suggestion of the Mayor moved that the council “is empowered to add 10 per cent, if the rates be not paid within six months and 14 days after the issue of tho notice.” This was seconded by Cr Guy and carried, the former motion being withdrawn. The Mayor said tho borough had saved £75 last year by collecting its rates in December. Since thon he had found there were more boroughs than he had thought that collected their rates after Christmas, but this was only a direction to the clerk to put on tho rate notice and tho actual duto would be decided later.
