1 . LONDON, April 7. The Army Annual Bill was read a third time in the House' of Commons. Tho House agreed to an amendment rectifying the vote on Sir George Courthope’s amendment. Mr T. Shaw, Secretary of State for War, said that the* death penalty now was restricted to treachery and mutiny. Sir George Courthope’s amendment, providing for the retention of the death penalty for a man leaving his post or attempting to create a false alarm, was declared carried amid Ministerial protests that tho question was not clearly understood.
