HELP FOR UNFRIENDLY ELEMENTS. PERMISSION TO BUILD HOUSES. (United Press Association—By Electric Telegraph—Copyright). Received March 25, 10 a.m. MOSCOW, March 23. The Central Executive of the Soviet Government has ordered the cessation of economic pressure, which amounted to the persecution of all disenfranchised members of the population, thus ending the campaign to rid the cities and industrial areas of all unfriendly elements. These elements will now be given lodging allowance, food rations and permission to build houses and send their children to Stato schools. Complete citizenship is restored .to all self-supporting member’s of families, provided that they are engaged in reproductive labour.
