THE OPTIONAL CLAUSE. (Australian Press Association.—United Service.) GENEVA, September 2. After Mr MacDonald had met the Dominion delegates this afternoon, Major C. W. C. Man* (Australia) stated: “Mr MacDonald has been in consultation with the various Governments in other parts of the British Commonwealth, some of which have expressed their willingness to sign the optional clause during the present session.” Major Marr stated that he could not bind the Commonwealth, but had communicated the purport of Mr MacDonald’s speech to Australia and was awaiting instructions. There had been no discussioru on specific subjects for reservation.

States signing the optional clause of the statute of the Permanent Court of International , Justice recognised the compulsory jurisdiction of tho Court, namely, the right of one party to summon another before the Court. Tho same jurisdiction is conferred upon the Court by certain clauses of the Peace Treaties, the Locarno Agreements, and a number of arbitral and other conventions concluded since tho establishment of the Court.
