PAPER SHORT IN RUSSIA.
BAN ON CIRCULATION. (Times Cables.) LONDON, May 26. The Times’s correspondent at Riga •tates: “In view of the acute paper crisis, the Soviet forbids newspapers, to increase their circulation. Morning papers, after supplying their regular subscribers, must print only 10 per cent, additional for retail purchasers. Evening papers must not be sold except in towns where they are published. Both must reduce space to a minimum. i
