When the Prohibition Amendment was accomplished it was found that the sponsors of this measure had committed an error which had never before occurred in the history of constitutional legislation—namely, they had inserted a prohibitory statute itself into the Constitution instead of providing, as they should have done, that Congress should have power under the Amendment to legislate on the subject. It has now been found that the Amendment violates the liberty of our citizens; that it takes away from the States the right to legislate in accordance with the wishes of each community; that it has led to tyranny, oppression and outrage on our people; and that it has largely destroyed the integrity of our political service The consideration which I have stated above made such an impression upon my own mind that in order to secure a restoration of liberty and in order to promote a practical system of temperance I considered it a public duty to lend my name to those courageous and devoted men who are striving in this country to accomplish a reform of this iniquitous legislation.
