NATIVE QUESTION.
SPEECH BY GENERAL HERTZOG. (Australian Association.) Received July 28, 11.5 n.m. CAPETOWN. July 27. General Hertzog’s concluding address during liis tour of the Orange Free State was devoted to the native question. He warned the country that if civilisation was based on uncivilised labour it would follow the path of the older civilisations based on slavery. General Hertzog pointed out the danger of the native ceasing to be a pastoralist and becoming an industrialist, which was disastrous in cities where the natives were at the mercy of agitators.
