LOCK OUT DECLARED. (United Press Association—By Electric Telegraph—Copyright".) (Australian Press Association—United Service). Received July 28, 11.30 a.m. LONDON, July 27. As a sequel to the workers at the Ramsey mill at Oldham striking because a fellow employee refused to join the union, the Master Cotton Spinners’ Federation has declared a lockout. Two hundred thousand cotton spinners and three hundred thousand omployed in other industries are effected.
