WASHINGTON, May 22. It is authoritatively stated that the Government has decided upon the evacuation of all Americans from North China in case of an extreme emergency in the increasingly-menacing military situation.

The plans that have already been completed provide for the withdrawal not only of civilians but also of American armed forces.

The first step would ho to remove tho legation and all civilians to Tientsin, which would bo followed by the withdrawal of American troops to that city. The State Department announced to-day that it sent a Note on May ,15 to the Chinese Nationalist Foreign Minister at Hwangfu demanding that the murderers of the American missionary, Dr Walter Seymour, be arrested and executed.

The Note, which was delivered at tho Nationalist Bureau at Shanghai for transmission to Hwangfu, demands also the arrest and punishment of the officers responsible for looting the American mission. NORTHERNERS’ CLAIMS. Australian Press Association. SHANGHAI, May 21. The Northerners are claiming moderate successes ton the Pekin-Hankow and Tientsin-Pukow railways. They are sure of their ability to hold their positions against the Southerners, who, however, are slowly progressing on a middle line, possibly with the result of turning the Tsangchcw position.
